Number 1: Choose a property in decent condition but not newly updated so your price is low enough and you can easily update to increase the value.

Number 2: Clean it up and freshen it up with $5000 of work. DIY as much of it as you can.

Number 3: Use a mixture of rental strategies to yield the highest ROI (return on investment)

There are a couple of other factors to balance out, such as insurance in that zip code, wind mitigation, age adjustments, direction of value, etc to consider.
